The Independent Electoral and Boundaries Commission now says the courts are delaying the process of reconstituting the electoral body. Citing two matters, one still pending at the Supreme Court and another at Kiambu High Court, IEBC Chief Executive Officer Marjan Hussein Marjan said the commission's hands are tied on whether or not it can conduct pending by-elections and oversee the delimitation of boundaries which is 8 months late.
