Nairobi City county government plans to penalize homeowners who bar meter readers access to water meters. Acknowledging challenges in accessing water meters by rogue homeowners, Governor Johnson Sakaja said the county government is also planning to relocate water meters outside the gates and sensitize customers to self read their meters.
