Interior CS Murkomen proposes non-custodial sentencing

Interior CS Kipchumba Murkomen has emphasized the need for non-custodial sentencing due to the rising number of inmates in prisons. The CS said that prisons currently hold more than sixty thousand inmates, a number that exceeds their capacity.
