Elimu Bora working group, a network of civil society organizations working to promote the right to education in Kenya has faulted the legality of the new university funding model saying the government is trying to withdraw from financing education and instead passing over the burden to poor and overburdened parents. The group is also urging the government to release the second tranch of capitation to schools to enable school heads finance schools' operations.
