Nine counties have been flagged for over surpassing the lawful 35% of wage bill ratio to revenue hitting upto an alarming 75% for Kitui county which is leading, a move that could see listed counties barred from hiring new staff in the medium term. According to the controller of budget, the remaining revenue after payment of salaries strain recurrent expenditure and most importantly leaves out development which was the core reason for devolution.
