Chief Justice Martha Koome has questioned the criteria used to categorize learners under the New University Funding Model, which has seen many vulnerable students placed in bands, that do not consider the realities of their needy backgrounds. Koome is proposing the consolidation of the NG-CDF bursaries and those issued to governors, women representatives, and MCAs, to make education accessible for all. Narc Kenya party Leader Martha Karua has termed the funding model oppressive, and a breach of the right to access to education for all Kenyan students.
