Even as the healthcare workers and the entire county governments workforce threaten to down their tools, the devolved units are reporting that they are broke. County Governors say county operations could grind to a halt as no finances have been disbursed since the start of the financial year in July this year. In a heated session before the Senate Budget and Finance Committee, governors stated they have reached the end of innovation as they have no funds to meet their monthly obligations.
