COB warns of low fund absorption, some counties use under 3% of budgets

The controller of budget has raised a red flag over counties’ low absorption rate on development expenditure, starving counties of their deserved development projects. Controller of Budget Margaret Nyakango says some counties have absorbed as low as only 3% of their budgets.
