The council of Governors now maintains that for the 47 county executives to meet the doctors' 2017 Collective Bargaining Agreement solely depends on whether the division of revenue will be increased from 385 to 450 billion shillings. Appearing before The Senate Finance and Budget Committee the Council of governors led by their Chair Ann Waiguru said it will require 5.8 billion shillings to sustain the health workers in the devolved units and meet their collective bargaining agreement every year.
