The Court of Appeal has temporarily halted the implementation of a High Court ruling that had declared the creation of several advisory positions in the Office of the President unconstitutional. The stay reinstates the President’s full list of advisors, giving the head of state’s advisory team a lifeline, amid reports from the Controller of Budget showing that State House spent half of its annual budget within the first six months of the current financial year. Katiba Institute, which filed the petition, says the ruling comes as a shock, noting it was scheduled to be delivered in a month and that they received no prior notice.
