The Cabinet Secretary in the Ministry of Blue Economy, fisheries and maritime affairs Hassan Joho was Tuesday at pains to explain to MPs the expenditure of 1.6 billion shillings on fish stock assessment in the last financial year. Joho who appeared before the national assembly blue economy committee had a difficult time justifying the allocation of 3.6 billion shillings towards stock taking of fish in the Indian Ocean for a period of three years. There was drama as legislators differed over a request by the CS for an additional 600 million shillings in addition to the 1.6 billion shillings already spent in the exercise.
