The Council of Governors have complained of being sidelined in the preparation of the four crucial bills aimed at spearheading the universal health coverage. In a meeting with Health Cabinet Secretary Susan Nakhumicha and other top ministry of health officials, the governors said there was need to involve counties in the initial stage of preparing the bills to avoid a clash as the counties are expected to implement the same once the national assembly passes the four bills. Nakhumicha gave the governors an assurance that their issues will be factored in the bills before its tabling before parliament
