When we talk about 1,000 dams, most of them were scheduled to be developed under Public-Private Partnerships (PPPs). Unfortunately, investments in the water sector have not been very attractive under PPP arrangements because our tariffs are not cost-reflective. While we do have some dams currently under construction, they are facing financial challenges, and none have been completed so far
