IPOA: Lagat not yet cleared

Embattled Deputy Inspector General of Police Eliud Lagat could soon return to office after the High Court declined to issue conservatory orders blocking him from resuming his duties. However, the Independent Policing and Oversight Authority says Lagat is not yet off the hook.
