    Former Prime Minister Raila Odinga has reignited debate on Kenya’s governance model, calling for a referendum to review devolution and abolish remnants of the provincial administration during the 15th anniversary of the constitution. Raila argued that the two-tier system of national and county governments has gaps that must be addressed, including reducing counties and abolishing the NG-CDF. President William Ruto, however, insisted that fighting corruption across all arms of government is key to constitutional reform.
