Kagoro, the managing director of programs at Open Society Foundations arrived in Kenya on February 22. He was stopped at the immigration desk, grilled for more than 10 hours by officers believed to be from the National Intelligence Services and returned to Johannesburg, South Africa. It’s alleged he was declared a persona non grata on allegations of financing anti-government protests
