The National Dialogue Committee has crafted several proposed changes to various laws that will be considered should the report be approved by Parliament. Among them is a draft bill that seeks to make changes to electoral laws and especially IEBC. The proposal is to to expand the membership of the Independent Electoral and Boundaries Commission’s selection panel from seven to nine members in a bid to to accommodate a wide spectrum of stakeholders and interest groups. The IEBC (Amendment) Bill of 2023 also proposes clear guidelines on the boundaries delimitation exercise which, if adopted will see the poll body, make public the actual proposed names of every constituency and ward, its inhabitants and population as well as other geographical descriptions and invite views from the public and parliament before publishing its final report. And as Serfine Achieng’ Ouma now reports, the proposals comes at a time when the country is facing a constitutional crisis since IEBC, which is expected to have started boundaries delimitation and conclude it by end of the constitutional deadline of March 2024 is yet to be fully constituted.
