President Ruto signs three bills, expands railway development levy

President William Ruto has signed three bills into law. He signed the Miscellaneous Fees and Levies (Amendment) Act, 2026, the Coffee Act, 2023 (a mediated version), and the Meteorology Act, 2023. The Miscellaneous Fees and Levies (Amendment) Act, 2026, expands the scope of the Railway Development Levy to support funding of railway expansion beyond the construction and operation of the Standard Gauge Railway.
