The government has embarked on a mission to streamline its agricultural subsidy system through a newly proposed policy framework. The move is aimed at making financing in the sector more sustainable, inclusive, and accountable. This comes as stakeholders from across the agricultural value chain gathered in Nairobi for the National Validation Forum on two key instruments: the Draft Policy Framework for Sustainable Financing and Subsidy Management in Agriculture and the Draft Public Finance Management Regulations, 2025. Under the proposed policy, blanket subsidies that have historically benefited intermediaries more than farmers will be replaced with targeted interventions, potentially through digital systems like e-voucher platforms and county-level distribution networks.
