County governments have been generating an average of thirty eight billion shillings from own sources in revenue annually, over the last three financial years. This is according to a report by the Commission on Revenue Allocation, which shows the collections are way below the annual revenue potential across counties, estimated at ninety-three billion shillings. The report shows that there are gaps in reporting revenues under different streams across counties. Among the recommendations fronted in the report include full automation of county revenue management systems to improve on collections.
