Under-funding and teacher shortage have been cited as major challenges facing early childhood development facilities. Speaking on behalf of Education Cabinet Secretary Julius Ogamba at the launch of a three-day Foundations for learning conference at the Aga Khan University Institute for Educational Development, director of basic education Anne Waithera said the ministry is scaling up ECD teacher training and improving infrastructure to ensure equitable access to quality early education. she also thanked development partners for supporting reforms in the sector.
