Kindiki says the ongoing disruption is detrimental to the country’s development agenda. He spoke as he chaired a special Intergovernmental Budget and Economic Council, IBEC, meeting, which resolved, among other issues, to convert the terms of engagement for UHC staff to permanent and pensionable. The meeting agreed that the new terms will take effect from July 1 this year. It also resolved that the payroll for UHC workers be transferred to the County Public Service Boards.
