School heads decry shortfall in government capitation

The Kenya Secondary School Heads Association now says the government has not yet disbursed full capitation to schools countrywide. The association's chair, Willy Kimani, says despite the government's insistence that the Ministry of Education has released capitation, schools have received only 16,000 shillings per learner, instead of the stipulated 22,000 shillings annually. The association says the shortfall has adversely affected the running and management of schools.
