Former budget and appropriations committee chairperson Ndindi Nyoro has faulted the government over the delayed disbursement of capitation to schools, noting the move threatens to jeopardise the education sector and crash learning institutions into a debt crisis. The Kiharu MP says the current capitation of 22,000 shillings was based on analysis, and the discussion should now be centred on topping up the allocation.
