The government is focusing on strengthening and expanding non-custodial sentences as a viable option to decongest Kenyan prisons. The government is piloting community probation volunteers in Siaya County as it seeks to make community correction systems more effective, enhance community integration, and reduce recidivism amongst the offenders.
