Cs Julius Ogamba found himself hard pressed to defend himself and his principal secretaries, who were termed clueless, as mps questioned him on the transition rates, school capitation and uniform policies, amongst others. This came as the ministry said it had achieved 96% transition of learners from grade nine to grade ten.
