The Independent Electoral and Boundaries Commission says it has a financing deficit of over 200 million, with the fate of 8 by-elections out of the 24 in limbo owing to a financial crunch. The Commission's chairman, Edung Ethekon, says the 788 million shillings available is sufficient to conduct 16 by-elections, and the commission requires another 258 million shillings to fully finance the November 27th by-election.
