County governments have been put on the spot over unrealistic strategies in generating their own revenue to meet their budgetary requirements. The budget implementation review report by the Office of the Controller of Budget paints a grim picture of the income shortfalls and how a majority of counties have dipped into the Facility Improvement Fund to finance their expenditure, which is posing a risk to their financial sustainability. The report also reveals that pending bills soared to Kshs. 176.80 billion, with over half of the debt being below 3 years old.
