The Kenya Devolution Civil Society Organizations Working Group (KDCWG) has raised alarm over what it terms systematic attempts to undermine devolution, accusing governors of defying constitutional oversight and exposing deep-seated corruption within accountability structures. The lobby insists the Senate’s role in overseeing county revenue is a constitutional duty, and expressed concern over the decision by Governors to boycott Senate County Public Accounts Committee sittings. The group also faulted the Draft Budget Policy Statement 2026 for inadequate allocation to counties, terming it a claw back on devolution.
