The Dalmas Otieno has been hailed as a political heavy weight and visionary statesman who served as Cabinet Minister in three presidential regimes. As the Public Service minister, Otieno spearheaded landmark reforms that modernized Kenya’s civil service. Known for his firm stand, in 1996 he became the first minister to be fired in the multi-party era for opposing government sugar import policies. He is our focus today on THE CABINET.
