The Council of Governors has decried the delayed disbursement of County funds, saying it is crippling operations at the devolved units and may lead to a total shutdown of operations. During an Intergovernmental Budget and Economic Council meeting with Deputy President Prof. Kithure Kindiki in Karen, the governors also alleged the proposed E-Procurement system has failed to function in most regions.
