KRA seeks expanded tax powers in draft Finance Bill amid privacy concerns

In the draft Finance Bill of 2026, the Kenya Revenue Authority is once again seeking power to determine individuals’ tax liability after accessing their data. In the Bill, the National Treasury is seeking to amend the Tax Procedures Act to empower the KRA Commissioner to determine the tax liability of a person or persons suspected to have entered into or carried out a tax avoidance scheme. However, analysts warn that the amendments could leave Kenyans exposed to abuse of their privacy.
