Public service CS Geoffrey Ruku says the government has entered the advanced stages of implementing a centralized payroll system, which will weed out ghost workers within the public service. Speaking in Kisumu on Thursday, Ruku indicated that the new system will also enhance service delivery by ensuring all government employees dedicate their time in accordance with the labor laws. This, even as dozens of workers were temporarily locked out from their work stations following a morning tour by the cs in the regional government offices.
