The board was forced to restructure the World Sevens Rugby Series into divisions one, two, and three to save costs with fewer tournaments and fewer teams on the tour. Kenya was relegated to Division Two, but that came as a blessing in disguise, as Kenya rugby hosted one of the best sevens rugby tournaments with high attendance for two days.
