US Secretary of State Marco Rubio has outlined conditions he says must be met for upcoming talks with Iran to be “meaningful,” including discussions on Iran’s ballistic missile programme, sponsorship of armed groups, nuclear activities, and human rights record. Speaking in Washington DC, Rubio accused Tehran of misusing national resources to fund proxy groups abroad.
