E-procurement rollout slows county development spending

The effect of the newly rolled out e-procurement system seems to have paralysed operations across the devolved units, with most counties recording zero expenditure in the development budget. The Controller of Budget Implementation review report for the first quarter of this year shows that counties absorbed a paltry two percent of their development budget.
