Governor Malombe: Cartels still run sand business in Kitui

Kitui County Governor Julius Malombe has told Senators that his administration has yet to take full control of sand harvesting in the region. The Governor says the sector has been infiltrated by cartels who are frustrating the enforcement of a law that seeks to transfer the activity from the hands of community-based organisations to cooperatives. The governor had a hard time explaining how the county government collects only 15 million shillings in revenue from the sand trade.
