Speaking during a local TV talk show on Tuesday, September 30, 2025, Monari explained that the directive mainly targets former students with the financial capacity to repay but who deliberately fail to do so. He categorised defaulters into three groups: those without means but willing to pay, those with means who refuse to pay, and those with means and willingness but lack awareness of repayment procedures.
