The Council of Governors claims Health Cabinet Secretary Aden Duale, is to be blamed for the crisis facing the health sector.Speaking during the 27th Annual Kenya Clinical Officers Association Conference in Naivasha, the governors, through their Health Committee Chair said the ministry is on the verge of collapse due to constant policy shifts and poor coordination. In the meantime the council has announced an increase in risk allowances for clinical officers as it pushes for better welfare and reforms in the healthcare sector.
