The ministry of education has vowed to penalize head teachers who increase fees in junior and secondary schools. Further admitting that issuing capitation has been a challenge, education CS Ezekiel Machogu said the remaining deficit that was not allocated to primary and secondary schools will be issued, and capitation will be handed on time. The CS also said that teachers especially phd holders will be promoted to higher positions.
