Governors across the country are calling for an urgent review of the Social Health Authority (SHA) and insurance laws, terming some of their clauses punitive and discriminatory to devolved units. They have particularly faulted the requirement that counties remit payments to the SHA by the 9th of every month, despite frequent delays in exchequer disbursements from the national government. The county chiefs argue that it is unfair for them to face penalties for late remittances when the delays are caused by circumstances beyond their control.
