All the 47 governors now have a headache on how to turn around tax collection by adopting 9 more streams of revenue in order to attain financial autonomy. The report released by the commission on revenue allocation (CRA) has pointed out that counties have a potential of collecting 216 billion shillings, up from 31 billion shillings collected in the financial year 2021/2022.
