Labour and Social Protection Cabinet Secretary Dr Alfred Mutua now says tedious paperwork and judicial processes involved in building a case against fraudsters who have conned Kenyans for job placements abroad are slowing down prosecutions. Speaking in Nairobi, Tuesday Dr. Mutua pointed out that out of 390 cases lodged in the last six months, only 15 have been concluded.
