The Council of Governors has proposed a 534 billion shillings allocation to counties in the next financial year, citing more responsibilities for the devolved units. Speaking when they appeared before the Senate committee on finance and budget, members of the Council of Governors said they have been financially constrained for years, especially after receiving more responsibilities. The Commission on Revenue Allocation has, however, indicated that only 458.9 billion is available for the 2026-27 Financial year.
