Public Service Cabinet Secretary Geoffrey Ruku has directed human resource managers across ministries to crack the whip on late-coming public servants. Ruku, who spoke after an impromptu visit to the Kisumu Regional Headquarters, said that an elaborate system is in the pipeline to end what he described as intolerable behavior in the public service.
