The motion moved by Kakamega senator Bonny Khalwale on behalf of the Senate Majority Leader sought to establish an 11-member select committee. However it collapsed after Kilifi Senator Stewart Madzayo who was to second objected the motion prompting Speaker Amason Kingi to direct that the matter proceed before the full House.
